Novanta, che fornisce uno spaccato limpido e puntale delle modalità impiegate
dall’organizzazione terroristica nella scelta, preparazione ed esecuzione degli
attacchi. Nel documento viene sostanzialmente consigliato agli operativi pre-
senti in diverse zone del mondo di adottare un modello di riferimento unico per
l’intero movimento, del tutto assimilabile a quello militare. In tale chiave viene
impiantata la strutturazione della parabola operativa secondo le fasi di pianifi-
cazione, organizzazione ed esecuzione dell’attacco, con conseguente valutazio-
ne delle lezioni identificate e apprese. Più di recente si trova ulteriore conferma
dei suddetti modus operativi in uno dei tanti documenti ideati con mero scopo
educativo-formativo della futura generazione di terroristi, in cui si rinvengono
due elementi essenziali: l’autodidatticità dell’apprendimento e la diffondibilità a
mezzo della rete internet; aspetti che, non solo dimostrano l’estrema attualità e
modernità del fenomeno, ma anche la capacità comunicativa dei soggetti agenti,
dotata di qualità camaleontiche che hanno consentito di entrare in contatto con
le nuove generazioni (rectius le nuove generazioni occidentali) .

Come è agevole notare, in questi documenti non solo si rinvengono indi-
cazioni per il governo del breve periodo, ma la maggior parte delle risorse sem-
brano essere spese per trasmettere un’educazione fatta di pazienza e anonimato,
requisiti essenziali per il raggiungimento dell’obiettivo di lungo periodo.
L’intento sovversivo è chiaro ed inquietante. Da un’attenta analisi emerge il
dato implicito di un calcolo strategico fatto sull’evoluzione che il fenomeno del
