L’iniziale assenza di collaborazione tra gli Stati europei ha creato una par-
ticellizzazione della normativa di settore che si è tradotta in un vulnus nella rea-
zione di contrasto internazionale alla minaccia terroristica di cui trattasi che è
invece caratterizzata da spiccati elementi di sovranazionalità nelle modalità ope-
rative sia di reclutamento che di supporto logistico degli agenti. Particolarmente
significativo in tal ottica è “The Al Qaeda Training Manual” (4), posto sotto

as military and dictates a number of requirements to assist it in confrontation and endurance.
