precisely to improve the "protective and productive potential of the country's forest
resources and the development of the local supply chains connected to it, enhancing
the fundamental role of forestry and placing the public interest as a limit to private
interest". "Forest management" is the strategy, which tactically is expressed in
"forest planning". "Forest planning is essential to be able to protect and enhance
the ecosystem functions of each forest in a long-term perspective", "as well as to be
able to sustainably feed the production chains of goods and utilities". In Italy, forest
planning has encountered some difficulties also due to the fragmentation of forest
properties and high administrative costs. Art. 6 of the TUFF, as will be seen later in
the discussion, in order to overcome the problem, as part of the new National Forest
Strategy, has assigned different "hierarchical" levels to forest planning, placing the
conservation and correct management of public and private forests among the main
objectives that the Consolidated Law intends to pursue to give impetus to the
mountain economy, to the national supply chains, also through the recovery of what
is in a state of abandonment and, sometimes, with the use of the intervention tools
provided for by the Common Agricultural Policy (CAP) and the regional RDP calls
dedicated to forest planning and the payment of so-called "additional" ecosystem
services in the face of appropriate medium-long term improvement interventions.
