thinking must prevail in order to reach this important objective, while on the other
hand investments must be made, to update infrastructure, re-shape institutions and
increase operators’ technical capacity in the field and the capacities of those who ac-
tually manage water.
To ensure water resources are safeguarded (as these are not totally insufficient but
can hardly be considered endless), a central aspect will be the conservation of natural
tree coverage of the territories.
All this will be useless if man does not return to a fairer awareness of the com-
mon good, if he will prove unable to perceive, if not to abolish entirely, that thin line
which separates those having a primarily role and those who are simply part of an
anonymous mass, the narrow divide which separates jest from folly, and use from
abuse.
