LA SVOLTA AMBIENTALE CON
LA NATURE RESTORATION LAW

La recente approvazione della Nature Restoration Law (Regolamento UE
2024/1991), apre concrete possibilità di ripristino del territorio nazionale e
comunitario. Gli obiettivi della norma sono il recupero del 90% degli habitat
degradati, che ogni stato comunitario dovrà raggiungere entro il 2050 e con
obiettivi intermedi al 30% nel 2030 e al 60% nel 2040. Gli interventi mirano
in particolare a ripristinare gli habitat degradati in zone umide, in ambienti
agrari, in aree forestali ed anche in ambienti marini. Una particolare
attenzione verrà posta alla salvaguardia degli impollinatori, all’avifauna,
alla riforestazione e sono previsti anche indicatori ambientali di valutazione
degli interventi. Ogni Stato dovrà provvedere alla redazione di un apposito
Piano nazionale con indicazioni precise delle azioni da realizzare tenendo
conto anche alle esigenze di adeguamento ai cambiamenti climatici. Sono
previste più forme di finanziamento pubblico e si auspica anche la
partecipazione privatistica.
The recent approval of the Nature Restoration Law (EU Regulation 2024/1991)
opens up concrete possibilities for the restoration of national and community
territory. The objectives of the law are the recovery of 90% of degraded habitats,
which each community state must achieve by 2050 and with intermediate objectives
of 30% in 2030 and 60% in 2040. The interventions aim in particular to restore
degraded habitats in wetlands, in agricultural environments, in forest areas and also
in marine environments. Particular attention will be paid to the protection of
pollinators, avifauna, reforestation and environmental indicators for the evaluation
of the interventions are also foreseen. Each state will have to provide for the drafting
of a specific National Plan with precise indications of the actions to be carried out,
