NIGERIA. IL FENOMENO DELLA PIRATERIA MARITTIMA

La mancanza di un chiaro sistema di law enforcement che permetta ad agen-
zie “di terra” di occuparsi delle misure punitive nei confronti dei pirati catturati
in mare rappresenta un chiaro ostacolo in questo senso.

Per rispondere alla nuova sfida rappresentata dalla pirateria del Golfo di
Guinea, anche l’Africa Command degli Stati Uniti (Africom(9)) è intervenuto for-
nendo formazione e consulenza alle forze navali locali(10).

In tale quadro, secon-
do il rapporto annuale
dell’International Maritime
Bureau(11), pubblicato nel
gennaio 2017, nel 2016
sono stati registrati 191
attacchi di pirateria o rapi-
ne nei mari del mondo
rispetto ai 246 del 2015 (centocinquanta navi abbordate, dodici incendiate, sette
sequestrate e ventidue attacchi sventati). In particolare, nel Golfo di Guinea,
specie in Nigeria, è stato registrato un notevole incremento degli attacchi (tren-
tasei incidenti nel 2016 rispetto ai quindici del 2015) anche a cento miglia nau-
tiche dalla costa.

Le acque intorno alla Malesia e all’Indonesia risultano particolarmente a
rischio.
