But the legal instruments created by man in order to guarantee a safe and correct
development of both private and public life have to be subjected to adequate
inspections, if we want them to be effective. In the environmental field information
and precautionary measures are decisive for safety. In order to apply a very efficient
system, environment preservation has to be managed by highly specialized structures.
The law expressly acknowledges the National Forest Staff as the police force
specialized in the defence of the Italian forest patrimony, in the protection of the
environment, landscape, and ecosystem. Its officers are qualified as bailiffs and
public defenders. It is natural and essential then that magistracy can fully dispose of
the high professionalism of the Staff through the insertion of its officers in the
Criminal Investigation Department sections entered by the Attorney General’s
Office. It would be another, decisive step towards better environmental guarantees,
the same ones the citizens are by this time asking with growing worry and insistence.
