Lo scopo del presente saggio è quello di fornire spunti di riflessione per rendere
maggiormente efficiente l’attività amministrativa degli enti amministrativi periferici dell’or-
ganizzazione militare. Il nuovo Codice dei contratti pubblici, infatti, rispetto al passato
costituisce un importante cambiamento di visione: ora tutto è improntato al risultato e al
fare. Queste innovazioni, soprattutto per gli enti periferici utili per le procedure sotto
soglia comunitaria, possono e devono essere sfruttate dall’amministrazione militare per
migliorare la sua azione. Si analizzano in particolare: il principio del risultato l’affidamento
diretto, il principio di rotazione ed, infine la figura del direttore dei lavori. Viene fatto un
brevissimo al decreto legislativo correttivo in corso di approvazione, il quale, tuttavia,
dovrebbe incidere in minima parte sugli istituti prima focalizzati.

The purpose of this essay is to provide food for thought to make the administrative activity of the
peripheral administrative bodies of the military organization more efficient. The new Public Contracts
Code, in fact, represents an important change of vision compared to the past: now everything is based on
results and action. These innovations, especially for peripheral bodies useful for procedures below the com-
munity threshold, can and must be exploited by the military administration to improve its action. In par-
ticular, the following are analysed: the principle of result, direct assignment, the principle of rotation and,
finally, the new figure of the works manager. The purpose of this essay is to provide food for thought to
make the administrative activity of the peripheral administrative bodies of the military organization is
more efficient. The new Code of public contracts, in fact, compared to the past constitutes an important
change of vision: now everything is based on the result. These innovations, especially for peripheral bodies
useful for the procedures below community threshold, can and must be exploited by the military admini-
stration to improve its action. In particular, the following are analysed: the principle of result and trust
direct, the principle of rotation and, finally, the figure of the works manager. A is made very short to the
corrective legislative decree currently being approved, which, however, it should have a minimal impact on
the previously focused institutions.
