Abstract
Il 30 gennaio 2020 l’Organizzazione mondiale della sanità (OMS) ha dichiarato l’epi-
demia da virus COVID-19 un’emergenza di sanità pubblica di rilevanza internazionale, in
seguito l’11 marzo è stata classificata come “situazione pandemica”. Oltre al grande impat-
to sanitario, si deve registrare come tale emergenza abbia inciso fortemente anche su tutto
il comparto dei servizi essenziali per la cittadinanza. Tra i servizi di pubblica utilità va
annoverato anche quello dei rifiuti. Nel presente elaborato si dà conto - in via sommaria -
delle indicazioni che sono state fornite, a livello nazionale ed in prima istanza, per affron-
tare le criticità del settore connesse direttamente all’emergenza COVID-19 e che hanno
indotto a rivedere il sistema di raccolta, trattamento e smaltimento finale dei rifiuti.

COVID-19 epidemy has been defined as pandemic. The spread of Corona Virus on a global scale had
serious consequences not only on the public healthcare systems throughout the world, but it has also affected
all the essential services involving national communities. Among the sectors that have been hit the most
and whose management has been heavily compromised there is the waste management systems.
In this essay there will be a brief analysis of the instructions issued by the Italian Government in
order to face the concrete organizational complexities induced by the COVID-19 emergency in the waste sec-
tor. In particular, we will underline the changes introduced by the Public Institutions in the systems of gar-
bage collection, treatment and disposal.
