In addition, this qualification has neither a unitary nor a general character, which is why there are,
according to the current legislation, different categories of cultural goods, lacking a unitary notion of such
goods. The Constitution attached great importance to the need to protect the cultural heritage. Art. 9 states
that «The Republic promotes the development of culture and scientific research. It protects the landscape
and the historical and artistic heritage of the nation».
The development of culture and scientific and technical research and the protection and safeguarding
of the historical, artistic and landscape heritage became fundamental principles of the system. The choice
of the Constitution, to distinguish between historical and artistic heritage and landscape, represented a real
innovation, posing as a break from the unitary legal regime that had characterized the raw material of
the Constitution, based on the equation of natural beauty with artistic ones. The enhancement of the ter-
ritory, and above all its tourist attractiveness, inevitably passes through communication, which must neces-
sarily be viral, i.e. impose itself on as many channels and search engines as possible, in order to be able to
attract not only the user who seeks exactly that, but also those who surf the web for other reasons and are
simply attracted to that particular territory.

1. La fruizione del patrimonio culturale durante il Covid-19
L’8 marzo 2020, a seguito del provvedimento del Governo che imponeva
il primo lockdown, i musei di tutta Italia sono stati chiusi. Il mondo della cultura
ha dovuto necessariamente reinventarsi, attesa l’impossibilità di una libera frui-
zione dei beni culturali .

La reazione è stata pressoché immediata, dobbiamo darne atto: molti siti
culturali si sono organizzati per permettere visite digitali del proprio patrimonio
storico-culturale. Sono così state rese possibili vere e proprie passeggiate virtuali
alla scoperta dei tesori dell’antico Egitto, ad esempio quelli del Museo di Torino,
un tour della Cappella Sistina a 360 gradi, con la possibilità di concentrare l’at-
tenzione su ogni piccolo dettaglio dei suoi straordinari affreschi.
Particolarmente utile si è dimostrato l’impiego di droni sugli scavi archeo-
logici di Pompei. Questa innovativa tecnica di ripresa dall’alto ha consentito una
completa panoramica con suggestive inquadrature di tutta l’area del sito accom-
pagnata dalla narrazione del Direttore generale dei musei dello Stato Massimo
Osanna.
