of forestry, environment and food farming”. On more than one occasion and
also in public meetings, the Commander, General Del Sette, has underlined “a
multiplying effect of efficiency and effectiveness”.

I am utterly convinced that we are going to realise the greatest European
Police Force for the Environment, a prototype to be copied by others.

We saw the images, and in order to fight the illegal killing of elephants, of
rhinoceros and their trafficking the whole organisation must be united, and
CITES (Convention on International Trade in Endangered Species) should be
united too. They cannot be separated. Monitoring is an important action, as
Prof. Valentini was explaining yesterday: by monitoring the oxygen we end up
paying less in the international assembly and, as a result, awareness becomes
fundamental. I refer to CITES, as an example.

Well, the Carabinieri Corps are receiving the Forestry Department with
open arms. Without this important passage the Forestry Department would
have been divided, scattered. The need to keep the professionalism, the acqui-
red rights, the local service branches, and the functions are now guaranteed.

The debate should now be moved to the wide cultural shift provided for
by the reform. In a form of selfish democracy, the safeguard of the individual
intended as the peaceful possession of the individual rights, is an outdated
vision, more typical of the XXth century.

Democracy cannot exist only because people peacefully possess their indi-
vidual rights, there is another democracy, the democracy of social economy, of
the market (the so called “Modello alpino”)

Individual cannot be eliminated from their cultural, work and environ-
mental habitat. Only by protecting individuals in connection with their context,
they can develop in a balanced way their personality and we would accomplish
an action of great value. The instruments of safeguard we have devised in Italy
and realised through the reform with its purposes justify in full the notably hard
but stimulating work that is expecting us.
