Moreover, the importance was shown of provision under the law for
cases of aggravated circumstances connected to the environment, which makes
it possible for a sentence to be increased when a crime is committed in order
to violate a law designed to protect the environment, or if the crime committed
results in the infringement of a law which protects the environment.
Our speakers were very prominent figures: Dr Roberti, Antimafia
Prosecutor, Dr Caselli, President of the Scientific Committee of the
Observatory for Criminal Activity in Agriculture and Food Production, Mr
Rios of the United Nations Office on Drugs and Crime, Mr Van Gemert,
Deputy Director of Europol, Mr Gorts, Head of the Eurojust Project Team,
and Dr Andriani of Interpol.
The speeches were of high quality and great interest for a broad range of
people in Italy and the wider world, including, first and foremost, the members
of our own institutions. All manner of topics were covered, including those to
do with ethics – these were fundamental, and were dealt with by Mr Tommasi,
Secretary of the Pontifical Council for Peace, and Dr La Camera, Director
General of the Environment Ministry, who reminded us of the contents of
Pope Francis’ papal encyclical, Laudato Sí.
My heart-felt thanks to Dr Donato Monaco, Head of the Environment,
Forestry and Agriculture Police and of the Emergency Unit of the State
Forestry Department, who told us about the various bodies responsible for
international police collaboration which the Forestry Department collaborates
with, as well as the main activities of the Corps designed to combat environ-
mental crime. He showed us how international trafficking in the area of envi-
ronmental crime can be linked to the trade in human beings, arms and drugs,
and be a source of funding for terrorist activities.
It is for this reason that, with the agreement of the people concerned, all
the speeches from the conference will be published in the bi-monthly
‘Carabinieri Review’, and will be available online at www.carabinieri.it and
www.corpoforestale.it.
We have undoubtedly achieved the ambitious objective we set ourselves.
