know that members of parliament have been working with commitment on it
for some time now. However, I refer to it on this occasion because I have spo-
ken about it in public several times during the last year and every time, I have
to say, I do so with certain concern, all the more so because I see the ever
increasing urgency of such intervention.

Within the parameters of the topic entrusted to me, in addition to provi-
ding a short account of the work carried out by the Agencies in the territory,
there is the matter of development prospects in the light of recent legislative
changes. In addition to this bill, I would cite another, already approved and very
important one, which I believe it is important to comment on here, which is
law 68/2015, the law on crimes against the environment or “eco-crimes”. This
is an important measure that has provided our country with some legal con-
structs that were lacking before, but which has also, however, revealed some
negative complexities. I believe that, in this context, synergy will also be impor-
tant in the future. And here I can only reiterate a statement I made in Castel
Volturno, more or less a year ago, at the School of the State Forestry
Department, when we spoke about what needs to be done (I think during one
of the first public debates about this legislation): here, too, we must work,
adopting a strong network approach together with the Police tasked with dea-
ling with the environment and the Judicial Authorities, because the Judiciary,
the General Prosecutors and the District Prosecutors in our country are follo-
wing different interpretations, in particular regarding part of law ’68 concer-
ning the 318 bis, the institution of declared prescription, not only on minor but
also on important aspects. For example, in the type of offence punishable
cumulatively, by arrest and by fine, is the application of 319 bis admissible or
not? In short: a very important question. There is already work in progress but
this is an issue that we will certainly need to deal with in the future and which
concerns, once again, all the subjects and Institutions involved: those which are
more technical, those which are more concerned with controls and, on the
other hand, those of Jurisdiction.
