Today we need to accompany this use which has allowed us to find out
that within the first 300 metres of the Italian coast there is between 12% and
17% of the soil conversion, from natural to artificial. In addition, it allowed us
to see in details the illegal processes and uncover a further breach of law in the
soil consumption process. It would be interesting to state that the consumed
soil is more than the data provided by ISPRA as, once they state that the soils
has been consumed, then … it is consumed. One question then: can this soil
be used if it is not consumed? With the use of the satellite “The emperor wears
no clothes”! Because we can see this and in great details.

ISPRA, in conjunction with the Agency, is currently proving that within
the policy of decarbonisation common in our Country, such as the construc-
tion of scenarios and of tools used for example for the economic standards of
the scenario, the ISPRA System and some agencies, still within a certain lack of
homogeneity, have the only model not originally taken from ETS. This is the
system I was referring to earlier, that is the industrial energy system with other
functions and not ETS: in other words small systems such as agriculture, tran-
sports or other systems which are not part of what we called Stock Exchange
earlier with regard to the percentage of CO2 emission.

I believe that one of the fundamental messages is to describe all the
technological innovations from the satellite to the drone and to other methods
of monitoring. These technologies are useful in the job we do, including UPG
(Judicial Police Officer) as the active repentance expects from us adequate com-
petence and skills to liaise with the enterprise in breach of law and provide pre-
cise indications. If we don’t do this we just become hatchet men, not the sup-
porters of the added value and productivity of our Country.

I believe this is our responsibility… our full responsibility.
The law will pass but not as we had conceived it as non-variation of the
expenses in the State budget. Instead, it will be presented as an indication of
non-variation within the system. I believe that this indication is very dangerous:
what does it mean? It means that our Country doesn’t want to invest in that sec-
tor. Have we ever seen one billion and two hundred million Euros invested in
research? This makes me happy. However, this amount of funds should be
invested in research, not on those services of environmental responsibility to
