Più difficile rispondere, ma ineludibile, almeno dalle nostre parti: il clamore mediatico
di alcuni, orrendi, casi surclassa l’impegno, la correttezza e i successi ottenuti, nel silenzio,
dalla quasi totalità, quantunque l’enorme sproporzione non deve costituire un comodo alibi
per tollerare le poche “mele marce”.
Per quanto ci riguarda il tema incrocia il compimento dei primi trent’anni di vita del
Raggruppamento Operativo Speciale, che come ogni anniversario importante già di per sé
invita a svolgere una seria introspezione. Tale l’intenzione sottesa anche al convegno che si
terrà presso la Scuola Ufficiali di Roma non appena le condizioni lo consentiranno.
La storia del Raggruppamento non può prescindere dalla precedente, rivoluzionaria,
opera di Carlo Alberto dalla Chiesa: più che costituire un semplice prologo, siamo noi che,
al contrario, dobbiamo considerarci un’appendice di quella. Partendo da come l’Italia (a dif-
ferenza di altri Stati europei), l’Arma dei Carabinieri, Carlo Alberto dalla Chiesa e i suoi
uomini, hanno saputo reagire negli anni di piombo, anni di massimo pericolo per la tenuta
della nostra Costituzione, si capisce meglio chi siamo oggi: figli di una cultura investigativa
strutturalmente improntata non solo al rispetto o alla salvaguardia della Costituzione, bensì
alla diretta promozione dei suoi valori. È lungo questo itinerario che s’incontrano subito il
“metodo anticrimine” e l’“analisi”, architravi del Raggruppamento nonché progenitori di
tante prassi virtuose. Una su tutte: il corretto e proficuo rapporto con coloro che sono pri-
vati della libertà personale.

Alarming news comes from inside and outside Italy. In the dock (actually much less in Italy than
elsewhere) we sometimes find the same police function within the institutional systems inspired by the
Liberal-democratic Constitutionalism. However, are we sure this is mandatory? At this level, this could be
considered a utopian, anarchoid or libertarian attack, and the defense may take place exclusively on the theo-
retical level and, after all, it would be simple. On the other hand, what is more demanding is responding to
those criticisms that suggest investigating and, more specifically, applying selection mechanisms, quality edu-
cational and training programs, organizational procedures, “command and control” systems, evaluation
models of managers’ work, investigative practices, and so on.
Considering what happens in our Country, finding the right answer is more demanding due to the
media hype of some horrendous cases which outclasses the commitment, the fairness and the successes obtai-
ned, behind the scenes, by the majority. Although, the enormous disproportion must not constitute a conve-
nient alibi to tolerate the few “bad apples”.
As far as we are concerned, we are asked to find an answer to this topic in conjunction with the com-
pletion of the first thirty years of life of the Raggruppamento Operativo Speciale (ROS) which, like any
other important anniversary, represents an opportunity for a deep introspection. This is also the intention
behind the conference will be held at the Scuola Ufficiali of Rome when the conditions will allow it.
The history of the ROS cannot be separated from the previous, revolutionary work of Carlo
Alberto dalla Chiesa, and more than constituting a simple prologue, we must consider ourselves as an appen-
dix of his work. Starting from how Italy (unlike other European states), the Arma dei Carabinieri, Carlo
