            A TASK FORCE AGAINST
            MALTREATMENT

            OF ANIMALS



            The State Forest Corp is still going on denouncing the trade of pup-
            pies coming from East Europe, without any king of vaccination and
            before the allowed age for their import. How could it be possible to
            put a stop to this trend?


            To stop this kind of importation, we are  strengthening our control
            systems. And, in order to reduce these criminal behaviours,  it is impor-
            tant for us the work we are doing in synergy with the ENCI  - The Natio-
            nal Board of Italian cynophiles – which detains a genealogic catalogue of
            all dog breeds.
            We are also thinking about a task force to put together your precious coo-
            peration and that of the Guardia di Finanzia, so to fully shed light on illegal
            import and the net of complicity which constitutes its operative structure.
            Presently the ENCI has strengthened controls also on its peripheral dele-
            gations, which are responsible for the checking of just born puppies and
            their inscription into the genealogic catalogue.

            Horses, together with dogs, are men’s most faithful friends; friend
            which is particularly difficult, if not traumatic, to part with.
            Two years ago you  suggested to realize in Veneto an Italian “Horse
            Sanctuary” similar to the British one. Now, as a Minister, what do you
            propose for retiring horses?

            As for horses, that belong to a public administration, we are evaluating
            the possibility to move them to qualified centres, which ask for them and
            could afford all the necessary expenses for their support, even if the
            Ministry of Defence, together with the Ministry of Interior and the State
            Forest Corps are competent for it.
            On the other hand Regions, through rural development plans, have to
            provide for shelters intended for horses used as company animals, which
            cannot be supported any longer by their owners, in full respect of any
            provision of the law concerning animal well-being.
            Lastly, the management of those shelters could be given to protectionist
            organizations and associations, which could use horses for horse tourism
            or hippo therapy.
