sort of litany: we all need to consume more as the general idea this is to boost
the economy by increasing private consumption. On the contrary, we should
dissuade private consumptions and encourage the government ones as it is
unacceptable that I own the latest model of Smartphone but live only ten
metres from rubbish dump…

      In my opinion this is not the right perspective. Government consumption
should be incentivised in order to guarantee better quality of life. Similarly, we
should go back to reflect on the issue of the defence of the territory, a territory
which wears itself out and whose resources are not endless. There is more, we
should try to reintroduce the experiences of the planning of development
(sadly this is something neglected in politics). There was a time in our country
when planning and organising were common practice.

      Today Italy is a country without projects, without a perspective and where
it has become difficult to imagine the future. We shouldn’t neglect then a recon-
version of the production system. The system – as said Don Ciotti earlier –
must be at the service of men and not men at the service of the system.

      Finally, it is necessary to re-establish the link between the world of science
and the world of politics: very often politics and Institutions decide without
paying attention to science, without showing any concern for the worries that
science can express.

      Before the conclusion of my speech, I wish to raise an issue that I believe
has its importance: in the recent days, Eurispes has sent an open letter to the
Prime Minister Matteo Renzi asking him to establish the Ministry of the
Future. The idea of a Ministry of the Future includes all the suggestions made
so far including those of Dr Pennisi, Don Ciotti and mine. The idea is not total-
ly new: a Ministry of the Future already exists in Sweden and is made of a panel
of experts who give suggestions and advice to the Prime Minister. A Ministry
of the Future would force us to think, reflect on the future of this Country and
perhaps even guarantee a project. Thank you very much for your attention.
