Tackling Environmental Crime throUgh standardized Methodologies

Good evening everybody and thank you.
I’m delighted to be here today with all of you. I see the Carabinieri Corps
and the State Forestry Department organising jointly this event and projecting
ahead a great cooperation aiming at the safeguard of the environment: this
gives me reasons to feel satisfied. Carabinieri and State Forestry Department,
putting as common denominator their experience and their skills, will give to
this Country – and I am utterly convinced of this – a remarkable contribution:
unification, cooperation and fusion always carry an added value.
I was a lecturer in this very Scuola Ufficiali for more than ten years and
I’m particularly happy to be back. I must admit that, in those ten years, more
than teaching I learned: in this sense, the familiarity and the relationship with
the Carabinieri Corps have been part of my human, psychological and cultural
development.
There is something else I like to remember – I start to age and, therefore,
I start to carry part of the collective memory. I can still see Hon. Ermete
Relacci sitting on the first row- Exactly twenty-two years ago, in this great hall,
Lega Ambiente, Eurispes and the Carabinieri Corps presented their first report
on “Ecomafie”, which later became a milestone, a benchmark. I agree with the
point Dr Pennisi has expressed: indeed, that was the beginning, then
“Ecomafie” became environmental criminality – in other words, the issue has
developed further, things have become more complicated and, as a result, refer-
ring to “ecomafie” nowadays may sound outdated. Criminality, in particular
environmental criminality has developed much more complex features invol-
ving white-collar workers, high finance and entrepreneurs.
I wish to draw briefly your attention on a series of issues and giving you
something to think about.
I completely agree with what Don Ciotti said and, taking into account
what he believes, I am convinced that, in the last decades, Italy has experienced
a global and total fall of sense and, therefore, also the fall of an ethical sense.
I believe that this Country should go back to reflect about itself, should
