I myself recognize that this is not the greatest of agreements but it is the
best agreement possible. Its strength lies in its substance and in the commit-
ments undertaken, above all by countries responsible for the highest levels of
emissions - here I would consider China, the United States, India, and Brazil -
to reduce their own emissions. Its importance lies in governance.
I would say to the organizers of this conference that it is worth examining
in depth the governance of the Paris agreement because of its extreme inno-
vation. It is a form of governance that enables the treaty itself to become more
ambitious in time. Of course all parties must be convinced about the results to
be achieved, but the agreement has been made with governance that can only
improve, not deteriorate in time. It is an agreement and I would like to remind
you all that it lasts for 85 years. And we are an integral part of that agreement,
both in our role as Italians and in our role as European, for two reasons: one,
because we have made our presence felt in these years on an international level,
both as Italians and as Europeans, during the preparation and the negotiating
of the agreement, going to Paris and setting a good example on a global level.
I say good example with pride and conviction, since this country not only
