I have greatly appreciated the mature behavior of the State Forestry
Department which agreed to become part of the Carabinieri Corps. It was not
an easy transition but leads forwards towards greater modernization. I believe
this step to be fundamental in the struggle to oppose crime in the best way pos-
sible in the time ahead. It will give an important new structure, above all to the
environmental sector of the Carabinieri. Furthermore, I believe that this is the
right response to the new times and new economy that lies ahead.

Of course, for our part, we must equip the legislative system with appro-
priate tools. We have already undertaken this task. For example we have done
something that this country had been waiting to do for twenty years: we have
introduced legal regulations regarding eco-crimes. Whoever pollutes in Italy
today not only pays a fine, they go to prison too. I believe this to be a just prin-
ciple. Environmental crime has been introduced, clearly and precisely, into our
criminal code.

In the coming weeks we will approve a provision regarding control to be
carried out by the administration in the area of the environment. Today we
have entrusted such controls, by law, to the ARPA on a regional level. I would
argue that this system works well but is too uneven throughout the country; it
is not possible that the same activity entails different types of controls when
carried out in different Regions. Environmental control must be the same eve-
rywhere, targets for respecting the environment must be the same, and the
typology of control must be the same when dealing with the same production.
Therefore let us give the ISPRA the possibility to establish directives to stan-
dardize controls throughout the territory. I would consider this a step towards
a better system in Italy.

Therefore, with eco-crimes, controls and the reorganization of the forces
of the Carabinieri in the field of the environment, I believe we have created a
specific plan which will lead us towards the new economy I referred to before.
