The Conference is part of the TECUM project (Tackling Environmental
Crimes through Standardised Methodologies), supported by the European
Commission, who I am very grateful to, and the Carabinieri, together with the
Spanish Civil Guard, the Romanian National Environment Force and BS
Europe, whose representatives here today I extend a warm welcome to.

A short time ago, we celebrated the donation to the Officer School of the
painting ‘Article 9’ by Angelo Savarese, to whom I express the same, grateful
appreciation that I did then. His work has a certain relevance to the theme of
this conference, since it is precisely under article 9 of our constitution that con-
servation of the environment is mentioned. The painting will remain on per-
manent display in the School’s academic wing, so that all those who visit or
teach in the School will see it each time they come here, and will remember it
in future.

In the same academic wing, in conjunction with the Conference, the State
Forestry Department has organised an exhibition on the subject of ‘A Crime
against the Environment is a Crime against Humanity’. According to the bro-
chure, it follows an iconographic path through some of the crime-related envi-
