Thank you all, especially General Del Sette and Engineer Patrone. I wel-
come, with particular appreciation, this initiative of the Carabinieri and the
State Forestry Department that have given testimony, here today, to their reci-
procal commitment to the protection of the environment.
Today’s conference has assumed a particularly significant role as it repre-
sents a moment of strategic reflection for the pathway towards unification of
the State Forestry Department and the Carabinieri Corps, aimed at creating
new synergies of skills and professional competences to safeguard the environ-
ment ever more effectively and promptly.
Among other things, the environment represents a most fundamental
heritage to be handed down to future generations, together with that of Italian
art and creativity.
I would take this occasion to recall that it was in this very legislature,
while passing the constitutional reform in the Senate, that the decision was
made to introduce the environment into the Constitution as a value, since
one of the weak points of our Constitutional charter was precisely the lack
of this aspect; there was mention of landscape, which was often extended,
in a broad sense, to encompass the environment, but, in reality, the term
environment was inserted only during the passage of the reform bill through
the Senate.
Remember that the State Forestry Department has played an historical
role of absolute preeminence in the sector of security in matters regarding the
environment, not only in the agro-forestry field. It has also been able to express
the technical and scientific expertise necessary to constitute a reference point
for other Police forces.
