Tackling Environmental Crime throUgh standardized Methodologies

Government, in this parliamentary term, has introduced the crime against the
environment. So there is also coherence and a strategic outlook in the policies
we are pursuing. We know that the right choice is merging with Carabinieri,
which is also witnessed by the units that are already in the Corps, like NOE
(Ecological Operative Unit), NAS (Anti-adulteration and Health Unit), and
NAC (Anti Fraud Carabinieri Unit). Together with the great professionalism of
the Forestry Separtment, they will be able constitute a historical change, which
will be carefully watched by other countries both European and from the
advanced world. It is an important part of the reform, in which we have recon-
ciled a series of issues: promoting professionalism, protecting the workers of
the Forestry Department, the growing need, expressed by citizens and territo-
ries, for a uniform and simple Public Administration; not an aggregate of many
public administrations, but one Public Administration representing the
Republic internally in a simple and uniform way and externally in a more flexi-
ble and dynamic way. It’s clear that reforming does not mean just passing laws
and I will conclude on this point, leaving you to your debate. I think that having
linked the very life and existence of our Government to a series of reforms
does not just mean passing a series of laws. It would be too naïve to think so.
Reforming means actually changing the life of people; therefore, once this
decree is published in the Official Journal, we will face a new challenge that we
shall have to overcome all together: its implementation. Because the objectives
we have stated previously will be reached if there is also a good and careful
implementation of this decree. So this is my hope and I will watch over this
objective: I really think we can achieve an important result of which we may all
