Naples and Caserta (in which the unscrupulous businessman, the complacent
politician and the racketeer are often one and the same person). An examina-
tion of reported data regarding such environmental crimes would indicate that
they occur throughout the country. In our work, the Commission has observed
almost identical patterns in northern regions like Liguria, southern regions like
Sicily, and in other very rich regions of the northeast like Veneto.

      In other words there is a common modus operandi and should we fail to
understand the logic behind environmental crime, the tools adopted to fight it
will be completely inadequate. If there is not a greater understanding of what
the phenomenon is, we will continue to claim that environmental crime is asso-
ciated with mafia activity and remain unable to identify the correct strategy to
deal with it.

      Today Minister Enrico Costa mentioned the confused and complicated
nature of related regulations. With regard to waste disposal, I partially share
such considerations, even if I believe that the Minister should have added the
further consideration that if you simplify regulations, you must also put into
place more effective controls in the authorisation processes.
