tutions in the management of services and taking autonomies back to their
proper institutional functions. Guaranties and control: today we want to achie-
ve concrete results in the plans to rationalise local participations that have alrea-
dy been set in motion. Various authoritative institutions have repeatedly stres-
sed the need to reduce the burden of the public sector on the economy. In the
past, a strong presence of local institutions in service companies was thought
to provide in itself a guarantee of greater control and better results: we have
realised that it is not always the case. Indeed it is by now clear that the improper
take over of these companies by political interests has often been an instrument
of illicit activities, thanks to fewer controls: i.e. the greater the involvement of
the public sector the fewer the controls. We need to persevere in facilitating the
system of autonomies and in the process to exit the direct management of ser-
vices, to ensure that the public can exert rigorous functions of control and veri-
fication. A simpler system more respectful of the market will help the growth
of civil society through social control carried out by economic operators and
by the population using the services, thanks also to the recently introduced
mechanisms for transparency and civic access.
