      Therefore we have covered this role of coordination and of impulse
thanks to the commitment of my colleague Mr Pennisi, who spoke yesterday
and today is here again, and who has put together a branch related specifically
to environmental criminality. Since then we have called the phenomenon envi-
ronmental criminality and not “ecomafia”: it seemed to us rather reductive to
talk about “ecomafia”, in view of the fact that in this topic, in this criminal
field, organised crime plays, indeed, an important role but not as sole protago-
nist.

      Actually - I wish to say this straight away also because this is the topic of
my speech- environmental criminality is a phenomenon related more to enter-
prise criminality rather than to organised crime. The entrepreneur is the prota-
gonist and the main responsible for crimes related to waste and damages to the
environment.

      The interaction between mafia organisation and entrepreneur takes place
in the moment when the latter asks the criminal organisation to carry out illegal
waste disposal activities. This is also linked to the territorial circumstances.

      I have long experience dating back to 1992 when, rather accidentally, I
