best European Police will be enhanced. We can do this and, although we have
many faults, generally are badly organised and inadequate in the planning activities,
we are also very creative and when we make an effort we reach excellent results.

      With our network of parks and protected areas we are an excellence at
European level. With no hesitation, I can say the in agriculture our standards of
control are the best in the world, and the many investigations that uncover cri-
minal activities are possible because we have a genuine ability to tackle “ecoma-
fia” and “agromafia”. Some time ago I had a conversation with the President of
the Anti-corruption National Authority, Dr Raffaele Cantone and he said:
“When I’m abroad I must explain to people that indeed many cases of corrup-
tion come to light but this is possible because we prosecute them with strength”.

      Yesterday I was in Torino for an event organised by Coldiretti, with Dr
Giancarlo Caselli who leads the Scientific Committee on the Monitoring of cri-
minality in agriculture and in the food farming industry. I could see that there
is some progress also in that field because they are doing an excellent work in
order to improve the legislation against “agromafie”.

      All these initiatives of comparison are important and for this reason, with
Gianfranco Amendola (Judge and member of Federazione Verdi) I’m organi-
sing a meeting to be held on the 7th of July with the State Forestry Department
in which also the Carabinieri will be invited. We will discuss about the imple-
mentation of the new regulations on “eco-crimes” since, once the law has pas-
sed, we must monitor its implementation and provide effective instruments.

      My final consideration before I end my speech: we must aim at reaching
the highest and cross-sectoral international cooperation. This morning we
heard the Minister of Foreign Affairs whose effort is fundamental since we also
need better international regulations. For years I have fought to have an inter-
national court for crimes against the environment.

      I believe today is not the right time to ask for another Court of Law, but
certainly the International Criminal Court, which we obtained thanks to the
action of the late Prof. Conso, must be allowed to extend its authority to inter-
national crimes against the environment, because as well as genocides also
“ecocides” exist and it is necessary to make a general effort and make sure that
they are prosecuted at an international level. Thank you
