Presentation
The merger of the State Forestry Department with the Carabinieri Corps has
a strategic purpose, and gives environmental protection an absolutely central role.
In view of this, in addition to the prevention of crimes relating to farming
and the environment, it will be possible to realise a series of wide-ranging ini-
tiatives in order to contribute to the creation of an improved environmental
culture through the promotion of new sustainable developmental models.
In this process, careful attention will be paid to the working conditions
and expectations of the State Forestry Department officers who will actually
benefit from the merger of two institutions which both have a presence in all
parts of the country.
The 794 forestry stations and the 151 park branches will remain, and will
keep their existing responsibilities. In addition, they can rely on the support of
4,600 Carabinieri stations. The staff, who will remain in their current posts, will
continue to carry out their regular duties, but with all the advantages, also on a
personal level, that come from being part of a single, wider and more extensive
organisation, particularly interested in the working conditions of its officers.
The integration of the two organisational systems will allow firstly the
retention of the current military districts across the whole country (a criterion
clearly specified in the Enabling Act, together with the maintenance of a uni-
fied command structure and the protection of officers’ positions), and secon-
dly an improvement in efficiency as a result of the co-operation at an operatio-
nal level which is now possible thanks to the merger of the two institutions,
their infrastructures, training structures and support and maintenance services.
In conclusion, this is a measure which, by rationalising the experience and
professionalism of the two forces, will give birth to a new centre of excellence
in the field of environmental security, a genuine “unicum” on an international
level.
