Role of Interpol in Countering Environmental Crime

      My presentation will try to answer the question of how Interpol can help
member countries fighting environmental crime. This slide presents the life
cycle of what we call the ‘law enforcement response’: in the middle of the cir-
cle, there is a the global law enforcement network. Criminal organisations are
criminal networks. In order to fight criminal networks, we need to have a law
enforcement network and Interpol, as an international criminal police organi-
sation with 190 member countries, is the ideal place where to develop such
international network at a global level.

      We believe it is very important to create synergies and to institutionalise
cooperation; yet, we also argue that creating international networks and enhan-
cing international cooperation is not enough if at the same time we are not able
also to support member countries in developing a national level coordination
network, such as a multiagency approach. This is why Interpol has developed
the concept of NEST, i.e. National Environmental Security Taskforce, which
gathers components of the different agencies dealing with the same issue
through a multidisciplinary approach, and which has been replicated in diffe-
rent countries all over the world.

      As previous speakers have already claimed, gathering intelligence and sha-
ring information is paramount. First, because gathering intelligence helps us
identify current or future threats and develop strategic analysis, which in turn
helps us develop operational investigations. Secondly, because gathering infor-
mation in a well-planned manner allows us to develop an intelligence-led ope-
rations. Interpol ha many capabilities to offer to our member countries in order
to support investigation in operations.

      For instance, we have the ‘I-24/7 communication network’, that in real
time connects all our NCBs, which are our branch offices at national level.
Through this tool, we try to give access 24/7 to all our databases also to spe-
cialised units working in the country on indifferent crime areas, including envi-
