the fishing areas of the Laguna Veneta, considered even the “landscape” state
property, even if not formally listed among these goods by the legislator) and,
in particular, the disastrous legislative decree n. 85 of 2010, which imposed the
so-called “federal state property”, consenting to the sale of water, maritime,
mining and cultural domains, as well as the laws that permit the so-called
“Securitization” of credit rights and the like, in other words debts, and, in par-
ticular, law n. 130 of 1999, as well as law n. 480 of 2001, allowing public bud-
gets to be balanced with the detrimental “derivatives”. These are actually, as
anyone can see, effectively “Deviations” of the modern legislature compared
with the founding principles of our constitutional order.

      It does not escape our attention, however, that today we could also use,
with the aim of safeguarding the territory, the debated and criticized absorption
of the State Forestry Corps by the Carabinieri. If the State Forestry
Department successfully moves to the Carabinieri Corps, conserving its special
functions, knowledge and professionalism, a legislative measure, taken to redu-
ce costs (as if the destruction of the environment had a very high price), could
actually result in a benefit for the protection of the environment. In fact, as
long the previously mentioned competences in safeguarding flora and fauna
and the professionalism in extinguishing fires, in the observance of treaties for
protecting animal and vegetable species in danger of extinction remain intact,
the interaction between Carabinieri and members of the State Forestry
Department could produce excellent results.

      The specialized and suppressive work of the Carabinieri would be added
to the preventive and constant work of the Forestry Corps; they would be cal-
led upon to stop those responsible for various types of pollution and forest
fires. The trust inspired in us by the Commanders of the Carabinieri and the
State Forestry Department lead us to hope that this is possible. If “defending
the homeland” (and therefore the territory) “is the sacred duty of the citizen”
(art. 52, first paragraph of the Constitution), such a duty is even more pressing
for those invested with public functions, which must be fulfilled with “discipli-
ne and honor”, in accordance with the Constitution and in the interests of all
citizens (art. 54 Cost.).
