Il traffico del legname si prospetta come uno dei principali fenomeni criminosi più rilevanti negli ultimi trenta anni. Diverso è l’impegno dei diversi paesi sia extra UE che europei finalizzato alla tutela delle foreste e al contrasto alle attività di illegal loggin (taglio illegale). Le Convenzioni Internazionali e i provvedimenti in campo europeo oltre ad essere volti al contrasto del traffico di legname, sono altresì indirizzati alla tutela e conservazione degli habitat, della biodiversità e allo sviluppo sostenibile delle popolazioni locali. Dall’applicazione del Regolamento Europeo denominato EUTR- Reg. UE 995/2010 e del Piano d’azione FLEGT 2003, si sono evidenziate criticità importanti al lavoro di investigazione e controllo dei traffici. Il presente studio elenca le principali tecniche di identificazione dei legnami e presenta strumenti efficaci da poter attuare.
Il vice Brigadiere Pasquini Barbara, in servizio dal 2018 al Distaccamento Carabinieri CITES di Civitavecchia, dipendente dal Nucleo Carabinieri CITES di Roma, con dottorato di ricerca in protezione delle piante, ha lavorato dal 2014 sulla materia EUTR/ illegal logging, partecipando più volte all’ Expert Group presso la Commissione Europea, ha partecipato ai corsi FLEGT (Forest Law Enforcement, Governance and Trade) per l’avvio delle procedure delle licenze Flegt, ha partecipato ad operazioni e attività di indagine in materia di illegal logging e verifica dei legnami CITES in collaborazione con il CNR di Sesto Fiorentino e con l’Università della Tuscia.
Timber trafficking promises to be one of the most significant criminal phenomena in the last thirty years. The commitment of the various non-EU and European countries aimed at protecting forests and combating illegal logging activities is different. The International Conventions and the measures at the European level, in addition to being aimed at combating timber trafficking, are also aimed at the protection and conservation of habitats, biodiversity and the sustainable development of local populations. Since the application of the European Regulation called EUTR - EU Reg. 995/2010 and the FLEGT 2003 Action Plan, important critical issues in the investigation and control of trafficking have been highlighted. This study lists the main timber identification techniques and presents effective tools that can be implemented.
Deputy Brigadier Pasquini Barbara, in service since 2018 at the Carabinieri CITES Detachment of Civitavecchia, dependent on the Carabinieri CITES Unit of Rome, with a PhD in plant protection, has worked on the EUTR/illegal logging issue since 2014, participating several times in the Expert Group at the European Commission, participated in the FLEGT (Forest Law Enforcement, Governance and Trade) courses for the launch of Flegt licensing procedures, participated in operations and investigation activities regarding illegal logging and verification of CITES timber in collaboration with the CNR of Sesto Fiorentino and with the University of Tuscia.
