2011 CoESPU joined the VIKING11
Stockholm (SW), 4th to the
15th of April 2011
VIKING 11 is a Command Post Exercise/Computer Assisted Exercise in
the "Spirit of Partnership for Peace". Previous VIKING-exercises
have been sited as the premier Multinational and Comprehensive
Approach exercise in the world.
The exercise is conducted by the Swedish Armed Forces and the Folke
Bernadotte Academy. It takes place in five different countries
simultaneously with Sweden as Lead Nation. The overall objective of
Viking 11 is to train and educate participants - civilian, military
and police - in planning and conducting a UN mandated Chapter VII
Peace Operation/Crisis Response Operation.
This is a comprehensive approach, focusing on co-operation and
co-ordination within an unstable environment, involving all
stakeholders.CoESPU participated inside the Police cell as well in
the Gaming cell (exercise control) by Maj. Arrigo Gareffi and Mr.
Don Bohn, respectively.
The Police role in Viking 11 was to rebuild the whole police
organization as well to regain the trust of the civilians in
regards to the police in the fictional country. Maj. Arrigo
Gareffi, acting as FPU coordinator, explained the FPU concept of
employment to participants.
During the exercise the FPU took care of civilian disturbances and
crisis, demonstrating that often the best solution from a civilian
perspective is a strong police response versus a military action. A
military intervention, including a large number of vehicles and
equipment, may be interpreted by the public as a threat to
democratic principles and stability. However, many civilian
disturbances can be handled by a robust police unit establishing a
safe and less threatening
environment. |
