| Memorandum of Understanding between the United Nations
and CoESPU |

The Assistant Secretary-General of the UN Department of
Peacekeeping Operations, Dimitry Titov, and the General of the
Carabinieri Corps, Emilio Borghini, have signed a Memorandum of
Understanding today between the United Nations and CoESPU - the
Centre of Excellence for Stability Police Units - run by the
Carabinieri Corps in cooperation with the United States. This
agreement represents an outstanding acknowledgment of the work
carried out by the Vicenza-based Centre - five years after its
founding by decision of the G8 of Sea Island (USA) - training over
2,500 instructors and cadres coming from emerging Countries, the
majority of which African States. The United Nations, in
particular, recognizes the formative contribution made by the
Carabinieri as they combine military capacities with those of the
police and assistance to the civilian population in the aim of
restoring security and legality. These are tasks which the Blue
Helmets are more and more frequently called to take on within the
framework of the peacekeeping missions in the various crisis areas
of the world.
The agreement entails a close cooperation and coordination on the
training and preparation of staff to be deployed in said missions
not exclusively between New York and Vicenza. Teams of specialists
will also be deployed in various Countries to assist and aid
CoESPU-trained instructors and cadres for the preparation of
UN-destined police units. This agreement also comprises a
continuous updating of training modules based on UN doctrines and
procedures, the establishment of focal points between the UN
Headquarters and CoESPU, special courses for UN police staff
stationed at the UN logistics base of Brindisi, and annual
consultations between the United Nations and CoESPU.
The strategic objective of the Memorandum, the only of its kind
signed by the UN, is to promote the widespread adoption, among
States that provide police units to UN peace missions, of the
proven training methods of the Italian Carabinieri in stability
operations, such as Iraq and Afghanistan. Lastly, the UN's
acknowledgment is a proof to the unanimous, global consensus
obtained by the Carabinieri - recently confirmed by a letter of
appreciation sent by President Obama to the Italian Government for
the work carried out by CoESPU. |
