The Center of Excellence for Stability Police Units
(CoESPU), represented by Colonel Francesco Bruzzese del Pozzo,
Department and Research Chief and Captain Luigi Odierna Viti, 3rd
Section of Training Department Chief, attended the third meeting of
the Doctrine Development Group on Formed Police Units held in Dhaka
(Bangladesh) from 8th to 12th March 2010 and organized by the UN -
Department of Peacekeeping Operations (DPKO).
The purpose of the conference, attended by DPKO personnel, African
Union and European Union representatives, police experts from 29
Countries, was to examine and discuss the FPU's technical aspects
and the development of tactical training programs. During the
opening ceremony, on the 8th of March, the Bangladesh Ministry of
Interior, Ms Sahara KHATUN, stressed their particular interest as
first UN-FPU contributor.
The proceedings were chaired by Andrew Carpenter of the DPKO who in
his introductory statement summarizes the result previously
obtained by DDG and in particular in developing the FPU's new
doctrine, valid since March 2010. Actually he highlighted the added
value of the Mobile Training Teams, this tool when sent to several
different theatres of operation in order to train the units
deployed there, has been proved very we full.
He concluded his speech by presenting drafts of the incoming
program for the FPU's training.
The CoESPU had already experimented such programs for officer and
non-commissioned officer from 12 different Countries during the
last four regular courses; that experience had confirmed, as a
whole, the validity of that architecture of the training system
with the obvious upgrades related to the changing situations.
In the framework the CoESPU's representatives, officially expressed
their capability to share with other institutions and the DPKO the
scenarios and evaluations grids used for the training of regular
courses. |
