Visit of Ambassador Alain Le Roy, UN DPKO Under Secretary General.

Meeting The UN USG Ambassador Alain Le Roy has visited CoESPU. The occasion has been given by the closing ceremony of the 18 Higl Level and Middle Management courses. The Ambassador has been welcome by Lt.General Stefano Orlando, Carabinieri Deputy Cdr., by Lt. General Emilio Borgini, Carabinieri Mobile and Specialized Units Cdr. and by BG Umberto Rocca, CoESPU's Director. Also representatives from G8 nations and participant nations were present to the ceremony.The USG has underlined the good and fruitful relations between the UN and the Center, that are already enshrined in a Memorandum of Understanding going to be implemented with an Aide Memoire between UN DPKO and CoESPU.Meeting It has also been stressed the increasing relevance of the police component in the theatre of operations: the number of police officers working in peacekeeping missions under the flag of the UN has augmented in the last 3 years from 6.000 to 13.000 and by the end of 2010 they will be 15.000. Moreover the Ambassador has highlighted the key role played by gendarmerie forces, like Carabinieri, due to their unique capacity in robust policing, quite necessary in destabilized environment. The USG has also underlined the increased number of Formed Police Units that the UN Security Council is authorizing due to the effectiveness and capacity of these coherent pre trained and pre equipped units to carry out activities in very challenging scenarios in order to fill the security gap. Crucial is the activity of the Center in this regard. The UN USG has also remarked that Italy is currently the main G8 as well as European contributor to peacekeeping operations under the UN flag.Meeting Lt Gen. Stefano Orlando has expressed his gratitude to the USG for the great attention devoted by the UN to the Center and has thanked the attendees for their efforts in order to achieve the completion of the courses. The Deputy Commander General has also underlined the strong and continuous support provided to CoESPU by the U.S. Government and has thanked the other G8 partners for they support and the sending nations for their participation in the activities of CoESPU.The 18° High Level and Middle Management courses, in Frech language, had 109 police officers from Burkina Faso, Camerun, Egypt, Giordania, Mali, Nepal, Nigeria, Senegal, Serbia ed Ukraine. Besides Carabinieri officers, the teachers were lecturers from Universities, French gendarmerie officers, EGF officers and high ranking officers from Cameroon and Senegal running key positions in the field of Peacekeeping.The UN Delegation, apart from the Ambassador Le Roy, consisted of the UN DPKO Police Advisor Ann Marie Orler, Carlos Peralta and da Saskia Ramming.
